Yes. You would build a 64-bit Server 2008 system, enable Hyper-V, and then run 32-bit Server 2003 VMs .

2008 are all 64-bit versions and within Hyper-V you can have multiple flavors of 32-bit/64-bit VMs.
I would recommend you plan on a parition (outside of the OS partition) to hold your 2003 based VMs.
