I'm trying to figure out whether this IP PBX is a dedicated voice service that is IP PBX from one place to IP PBX from another place. Or can this be used by all who are on IP PBX.

IP PBX will talk to IP PBX only

The PBX should have some public switched telephone network (PSTN) access to provide local and long distance calling services. The IP PBX can provide IP telephony services, but it should not be limited to VOIP only. See my blog entry on VOIP for some more information.

    Vino5Star, you need to provide more information about what kind of PBX. 
    Most of the ones based on Asterisk or FreeSwitch will have commands to see what trunks are connected to it.
    This way you would see is there are only SIP (VoIP) or IAX2 (Asterisk  VoIP) on it as well as other connections like PRI (traditional voice), etc.
