I need to forward through a Linksys to use a static IP Address

You need to set up a dynamic to static IP address for which there are many free and low cost alternatives available like No-IP Dynamic DNS (http://www.no-ip.com), Dynamic DNS (www.dyndns.org) and even GoDaddy (www.godaddy.com) to name a few. All of the dynamic DNS providers will assist with setup instructions and technical support.

What you know is the different between Public Address and Private Address.
The private address is normally 192.168.xxx.xxx.
The public address is like Google’s 74.125.225.74.

I think what you are trying to do is to find out what your ip, google whatismyip the top 5 will tell you what your IP is. The main thing is to do port forwarding, making whatever you are offering is possible/accessible remotely or outside of your own network.

Case2
In linksys, there is configuration that you can. Since you provide very little information about your linksys and asking an odd question that I couldn’t figure why would you expose to the world threat!
