I believe I have a stalker online but I want to make sure I know what I'm talking about....his IP address changes only the last 2 digits, and I noticed from other friends emails, this happens. However, how much can the last two change and still be the same computer? Assume they are on home network.

If the person/s do not have a SET IP address to the Internet then because the ISP issues the connecting IP address – the address can be anything from the ISP block of emails.

Also, an ISP may be very small and local, with a very few subscribers. Or it might have hundreds of thousands or more subscribers. Also, the address range of one local ISP could be in a range right next to a second small ISP that serves the same town. Or (as I have available) an individual might subscribe to multiple ISPs.
In short, there are very few guarantees about who is using what address on any given day. And similarities and differences between addresses tells you very little.
