Internet slows down when one old server goes down

Help! I have an old Windows Server 2003 R2 domain controller that was downgraded to a print server, but for some reason (and it has ALWAYS been this way_, if this particular server goes down or is powered off, the internet for all users slows down to a snails pace. I'm trying to figure out why and how I can resolve it. The only difference I see with it is that in Active Directory it shows as IASIdentity and the other two servers (Windows 2008 R2) do not. Any help will be a blessing. Thank you, Conrad

Seems odd. Have you put a network analyzer to capture what’s going to/from this system as well as in/out of your Internet connection? There could be something bigger going on that only that level of visibility is going to show. I like OmniPeek for this type of thing.
