Inter-office email security
Has anyone heard of or used a solution that can prevent the forwarding or sending of internal emails that contain sensitive info or PI in an Exchange environment? It would seem it would have to happen at the point of creation. Is encryption the answer, although keys could be forwarded just as easily?

Exchange Server 2007's Transport Rules provide some functionality to control content flow and prevent information leaks.

To control information access (even if it is forwarded to recipients who shouldn't have access - whether internal or external), you can use Rights Management with Exchange Server 2007 SP1.
