So a trust cannot be created but there will be data sharing in terms of Exchange. I think the battle for establishing the required trusts to perform this migration in a more seamless manner is the way to go but if this is not an option for whatever reason, you can export the data from the source organization using EXMERGE or similar utility and import it into the target organization. You will have to create the users using AddUsers, DSAdd User or export and import using LDIFDE or CSVDE, mailbox-enable and import data into their mailboxes.
