    This is really no different than the leadership of a country. When you have multiple people making decisions about information security, like two wolves and one sheep deciding what's for lunch, you have a democracy (mob rule). That's been proven to not be all that effective for all parties involved. When you have several people making decisions based on established policies and a leader that ultimately signs off on them, you have the rule of law, which works as long as people are willing to.
