In Exchange Server 2010 does IRM replace certified and encrypted email in Exchange 2003
Does IRM replace certified and encrypted email in Exchange 2003 or is it an addition to that feature?

IRM provides encryption, so SMIME encryption won't provide any additional value. You can use them together or just use IRM. Obviously IRM is more integrated into Exchange 2010 so there are a number of things SMIME won't let you do (search, transport rules, etc).
