 implementing POP3 in Outlook clients in exchange 2000

Im having a problem implementing POP3 in Outlook clients. My company has an Exchange Server 2000 and users need to use outlook outside the office. We are using POP3 to do that, but when the our users outside the office send mail using POP3, all the recipients receive it as SPAM. In all cases antispam systems detect that mail as SPAM.
