Looking at migrating a municipality from Windows to Linux on servers and mainframe. Looking for cost effective models eg LAMP on web servers, CentOS or Fedora on mainframe with Oracle or straight to Oracle Linux and Ubuntu on desktop? Need some ideas.

As far as my knowledge whatever flavour u mentioned here, Oracle Linux is better suit for your implementation. It is rpm based and free to use. It is certified from IBM, Dell, HP, Lenovo, Cisco and also including Amazon EC2. It also supports KVM/ Xen. U can also try for CentOS which is also free to use. That depends on expertise and capabilities.
