I am noticing that our QDLS IFS network drive is growing at a rate of 5gb a day. Is there an way to perform a "Defrag" to the IFS besides IPL.

First, you need to clarify if what is IFS QDLS means this is for the other readers to understand your question. You can use a third party software to perform the defragmentation of your hard disk drive. Based on the rate of storage you have mentioned, I believe that it would be better if you will add additional storage device for more storage space.

QDLS is the Document Library system Best not go there nowadays. Find out what's piling up data and clear it out. If you have a rogue emailing system that's emailing huge spool files and so on you're probably jkust keeping junk in there.
