I kind of found out what happen but I am not sure if it is the correct answer. Thanks to 804TECH for providing me the solution.

The user have a login ID which is the same as login to the sever. 

Example login is fish, pasword is 1234 (local PC), while for server login is fish, password is 5678 (login to server). 

So after I match back the windows login password and server login password, it works fine and the ID will not be lockout anymore. 

But can I consider this as Single Sign On (SSO)?]]></description>
