I’ve got no direct experience with JDE. You may be able to do a save/restore to load it all but you need to check with JDE.
In general terms:
1. Check to see that your target system has all the required IBM PTFs before installing JDE.
2. You may need a JDE licence for the target system. Some software lets you run with a “grace” period without a licence key. When doing DR tests I’ve been able to get temporary keys with just a phone call to the vendor.
3. You will need to have the same security setup on the target system. That includes any group accounts, user accounts, authorizations lists, etc. Just another reason you need to do an install of JDE, not a restore. JDE probably also has some built-in security/authorization which you may be able to migrate over.
4. Once you have everything else set you should be able to do a restore of any data libraries involved.
