I honestly can’t think of a valid reason why you would want to impose such a restriction on your users. Seriously, organizing email to find it easily when you want it is a great feature in Outlook, why would you want to prevent that? I do not know of a way to prevent this, sorry.

    Go to the Microsoft Website and look for the Office Resource Kit for your version of Outlook. This kit contains tools for customizing Office from the server. There may be a setting to disable the create pst file menu option. You may need to upgrade to a newer version of Outlook.
