If you want all the web servers to be able to access the files at the same time then a NAS is what you want.
If you need to be able to host a database then you’ll probably need a SAN. Depending on what database you are using a NAS may work.
File shares can be hosted on NAS units directly, or on SAN units, however SANs require a server to actually host the network share, while the NAS units do not require a server to be the front end.
Based on your brief description a NAS will probably be what you need, but more requirements would be needed before a solid recommendation could be made.

NAS solutions like EMC Celerra and NetApp filers seem to be what you need. They can grow humongously and can
be available on the network as well.
