Outlook does not allow opening of OST file outside of its MAPI profile. However, if you have the outlook profile that created the OST file. Then simply recreate a new ost file and it will be automatically synchronized. And you can automatically download the data of Exchange Server’s mailbox. But If  you are not able to open your OST file due to damage or corruption issues then you can repair them :

    There is no manual method for importing the OST file to Outlook.

    However, if you have the outlook prolife that created the OST file. Then simply recreate a new ost file. The OST file will be automatically synchronized with the exchange server and data will be downloaded back from the server to the ost.

    If the original MAPI profile that created the ost file has been deleted and you are left with only the ost file.
    Then you will not be able to import and access the ost file directly into outlook. To access its contents, first you need to convert it to PST format then import the converted PST file into outlook.

    There is no manual way or an inbuilt utility provided by Microsoft outlook to open or import OST file in PST format. So you have to go for a third party utility like MS Outlook OST to PST Converter as they help in converting OST file in PST format. If you don’t want to spend money on the full version of the software then use demo version as it helps in converting a particular number of items in Outlook PST file format.
