You did not provide enough information to fully understand your exact situation. However lets try. Can you get into a domain controller and put the computer (the one you want to use the command prompt) in an OU with Block inharitance enabled? You can also boot into safe mode which will prevent not process group policy. Then open your command prompt and do what you want.
