    I'd also suggest that you need to know your network - have a baseline for what's "normal". You have to determine what's being used and traversing the network. A written policy won't cut it - people are going to do things (or at least try) whether or not it's allowed. Finally, you have to stay on top of what's going on. Network management is not a one-time deal that you set and forget, like security. Okay, I'm just kidding about the security part but sadly, that's how many people treat it. Become and stay vigilant.
