How Would You Define Database Concepts?

I am recruiting for a DBA for an ecommerce company and so far every candidate I have submitted to the HM has been rejected as they "do not understand database concepts". Circling round to the rejected candidates they all comment the HM is asking programming questions yet when I ask the HM and present a DB Programmer he gets agitated that is not what he wants. Can someone help me (a Recruiter) understand what exactly is meant by "strong understanding of database concepts" The databases are SQL

    So many companies have their own business logic. Now how do they use their database or how far they use their database's full resources, that entirely depend on them. Guessing u r asking for database means RDBMS which follows Codd's rules. While the tag denotes that Sql Server, this is a debate either sql server follows all 12 rules.
