if this is a security problem you would probably have to take control of the printer before viewing the jobs, are you trying to clear the print jobs? if so you could always restart the print spooler service on windows and allow that to clear the jobs.

However, there is nothing I can think of relating to “owner and pre commands”.
And there is no context for “previously i was able to view the jobs” — ‘previously’ to what? Did something change? Is this a question from a user of a system where administrators have restricted commands? Or was the system upgraded and some capabilities have been lost? How was it done “previously”?
