How to turn off Remote Desktop in Terminal Sessions?

I'd like to enable an "inactivity timeout" on a program running via Remote Desktop in terminal sessions. My clients don’t turn off their Remote Desktop sessions when they are done with them. I need a program that finds terminals that have been inactive after a selected time frame and closes them. But, I don't want this process to affect for non-RD users. Any ideas?
