One of my friends had this problem, I think he owned a trend micro antivirus, and he couldn’t connect. Try checking the options that were marked, maybe you’ll find a solution there, too.Good luck!

It could have different causes, including incorrect connection string, incorrect oracle client configuration, network errors, listener problems (server side) etc.
