For Windows, Linux, Unix and Mac there are a number of shareware and freeware applications available (I use PMVIEW and GraphicConverter). You can also use programs such as Photoshop or Photoshop Elements.

Things to consider are image format (eg., TIFF, JPEG, GIF) and resolution of the converted image.
