How to set a Windows 7 custom theme in group policy to apply to all users

I am trying to set a custom theme to be applied to all computers using Group Policy. I have setup my custom theme in Windows 7 and saved the file under the c:theme directory. I gave everyone full control of this directory. Then in Group Policy of Server 2008 R2, under User Configuration, Administrative Templates, Control Panel and Personalization I set the option for "Load a specific theme" to Enable and typed in the path to c:themecustom.themenpack. However, when users log in for the first time they do not get the theme that I designed. All other settings in the Personlalization area are set to "Not Configured". Any thoughts here as to what could be missing in this process.

Try out this….
Start > Run > RSOP.MSC on user’s computer, make sure the policy is applied properly
If the policy is okay ! check the permission of theme folder. Make sure Authenticated User has proper permissions.
Another cause might be missing of the Registry key, which can set thru HKEY_CURRENT_USER\Control Panel….try to create a String Value [HKEY_CURRENT_USER\Control Panel\Desktop\Theme on client
U can use Group Policy Preference->Registry or use user logon script to deploy this Registry key.
U may also set the path from \User Configuration\Administrative Templates\Control Panel\Personalization\ and force specific visual style by double-click. Now check Enabled and type the system path as : %\resources\themes\<themename>\<themename.msstyles
Remember, never enable Load Specific Theme.
