I am trying to set a custom theme to be applied to all computers using Group Policy. I have setup my custom theme in Windows 7 and saved the file under the c:theme directory. I gave everyone full control of this directory. Then in Group Policy of Server 2008 R2, under User Configuration, Administrative Templates, Control Panel and Personalization I set the option for "Load a specific theme" to Enable and typed in the path to c:themecustom.themenpack. However, when users log in for the first time they do not get the theme that I designed. All other settings in the Personlalization area are set to "Not Configured". Any thoughts here as to what could be missing in this process.
