How to send the processed EDI Idoc as ALE Idoc?

I need help from Idoc experts to send the processed EDI Idoc as ALE Idoc to different partner.

Here is a scenario. There is an EDI outbound custom Idoc for credit memo (output ZCRD) processed successfully and sent out to a customer. I need to grab the same Idoc (the latest ZCRD output) and to send it as ALE Idoc to non SAP system with different receiver partner. I have set up partner profile for non SAP system.

How do I grab the latest EDI Idoc of the specific credit memo, change the receiver partner and message type on the Idoc and send to the non SAP system? Please help me on options and details and also advise the best way to do it. Detailed helpful answer will be rewarded.

Just to add that this scenario described in my question needs to be done programatically. Not manually otherwise I can use WE19, edit the Idoc and process outbound.
