How to recover Microsoft Outlook contacts

Hi all! I have searched for guidance but to no avail.... Help please. Win 8.1 has failed and I have only "command prompt (DOS) and a 4 gig memory stick to recover data. I can not see the directory in dos that I believe the data is stored - c:usersgibbonzappxx*.pst.  Using Vista Business, with a Dell Inspiron. Outlook 2013 only as a email and contacts manager (as part of Office 2013) I am trying to rebuild the boot loader but not having any luck and would really like to recover emails and contacts. I have transferred Documents, photos and spreadsheets with no issues. Help with the likes of "app data (.PST is in a hidden file / directory )and you need to?" would be great. Look forward to a solution. Thanks!

In outlook 2013 the default file location of PST file which seems hidden within your system:
drive:\Users\user\AppData\Local\Microsoft\Outlook

Yes this file is stored in this location as hidden and you can access this hidden folder by using command prompt.
