How to open documents without accessing Windows RMS server?

A reader sent me this question today. What kinds of tips can you share with him?

"I am using RMS in a test environment. I want to be able to give my domain external users (abc.com) access to the external URL of the RMS server. Do you have any document that can help me? If I decided to create a forest (xyz.com)in my DMZ, how will I give my external users who are on the abc.com domain access to my RMS, and publish and consume protected documents using this way? Should I create the exact same users from abc.com to xyz.com and give rights accordingly? What permissions and rights should I give to those users on the xyz.com domain? What should be configured on my DMZ firewall?

Each time I try to use or open a right-protected document from a client machine, it asks me to connect to the RMS server to download credentials and check my permissions. If one of my users cannot access the network or if my external users are not connected to the Internet, how will they be able to open and consume those documents, whether those documents are on their desktops or in their emails? Any ideas how can I avoid contacting the RMS server each time I want to consume content?"
