How to make fast indexing and flat text search in SQL database

Our objective is to achieving good speed with Full-Text Search on an MS-SQL/2008, using Sphinx DB Indexing and text search engine.
Our challenge: can we reach speeds better than 3 sec/per simple term search on a DB containing about 2GB of data / 200+ tables with complex permission system allowing/restricting user access with granularity down to a single field of any given data row!
I'll be happy to share what we manage so far with Sphinx, and learn from your experience if you were facing the same problem.

MS-SQL/2008, Sphinx, Dell Power Edge Quad Core, 24GB RAM, 15k RPM RIAD-5
