 How to make a graph always visible when there is no data?

Hi, I am currently creating a report in SSRS which contains many tables including a graph on one page. The formatting is nice generally, but when there is no data in the graph, everything will be different. So, I am trying to keep the graph always visible to keep the formatting. Is that possible? Thanks, Joe
