error :- jrew.exe has stopped working so database not generated

Oracle 9i is not intended to install on Windows 2008 server. As far as I know, it’s not supported. You might be able to get it working, but it won’t be guaranteed. Use a higher release of Oracle or an older release of Windows. The higher Oracle is the much better choice. — Tom
