How to generate an UTF-8 file with LotusScript

I've been trying to export text into an UTF-8 file with LotusScript. I've looked at the documentation and the following code (listed below) should output my text as UTF-8 but my Notepad++ says its ANSI.
Dim streamCompanies As NotesStream
Dim sesCurrent as New NotesSession

Set streamCompanies = sesCurrent.CreateStream
Call streamCompanies.Open("C:companies.txt", "UTF-8")
Call streamCompanies.WriteText("Test")
streamCompanies.Close
I tried it with UTF-16 and it works fine. I'm also using a Windows platform. Can someone point me in the right direction?
