How to deny user the ability to send email via Outlook 2002

Active Directory, Exchange 2003, Outlook, Outlook 2002

We have Exchange Server 2003 and our mapi client is Outlook. Out users must authenticate to an NT domian to gain access to their email. I have a request to setup multiple users to access one mailbox to review emails sent to them but not the ability to send. When I added there NT account to the AD account, I checked the option "deny send as", however they are still able to send email. Can this be done?

You should remove access to the shared mailbox and delegate permissions using the Outlook client. Doing it this way, enables users to be granted permissions to review and even edit the contents of a mailbox without the ability to send as or send on behalf.
