How to define local bandwidth and international bandwidth on Cisco 3845 with 2960 switch

I have a 1gb local bandwidth with 10mb international bandwidth in my data center. and my problem is i don't know how to share the international bandwidth equally to my clients. I don't know if there are device i need to use or is there are anyways i could just control the international bandwidth. The internet line i have is one line and cannot be separate.

cisco 3845 routers and 2960 switch

Cisco should have a Quality of Service module you can use to balance throughput across the line based on the destination IP address. You’ll need to find out from your provider how they define “international”.
