My company is having 30 users at different different location all of them is having separete DSL routers with a VPN tunnel ... And i wanted to connect them to the main server and create a active directory to deny using the cdrom,startmenu, flash drive, games and etc they should only use the company program which is in Microsoft Access file format . So how can i create a active directory and a VPN so that the computers should login locally and note the users do login now to the server with the help of VPN tunnel and the users are having different different public ips

If all are connected via VPN tunnel to Main center and you want to put in place group policy restriction then you just need to install one Domain controller (may be one more as Additional DC as backup) and join every PCs to domain. Once this is done start playing with GP (better first do it on a test OU with 1 or 2 PCs). Once PCs joined to the domain and policies (should be Computer Configurations) applied to it then you can ask users to logon to local accounts. This way restriction policies will remain active even if user is not logging on to domain.
