Open Exchange System Manager.
Right Click on Public Folders Node.
Choose New Public Folder.
Follow the prompts to Name it and define properties.
It should have nothing to do with SMTP or POP3.
If your new folder is under the Public Folders node, it will show up automatically in Outlook. No configureation required if Outlook is already configured for Exchange.
