A sonicwall firewall will allow you to setup different web filtering policies for different users.

To deny access to websites for certain users you would have to implement a web proxy. Varnish is a good linux based open source proxy, but if you don’t mind paying for one, you can go with several vendors including Microsoft, Bluecoat, and Websense.
