How to prioritize with MS Project Server 2010

Hello, My company will be getting MS Project Server 2010 in the near future. Among other things, we will be using it to prioritize projects. I am trying to get a feel for the capabiliites and limitations of MS Project Server as far as project prioritization so that we will know what to expect when we acquire it. Specifically, I am trying to find the answers to these two questions as quickly as possible: 1) Can we fix the weights for prioritization (either within business drivers or custom fields)? We would like to set all weights the same, at 100%. How can we do this? 2) We do not want users who will be managing their individual projects to be able see or alter the prioritization assessments that we will be working on. How can we control access to this information? Thanks in advance for your help!
