The best question to answer first is: what are you trying to do? Is this for mobile, Wi-Fi, other? What are you trying to protect? There are vendor solutions for this. If you can provide us more information, that'd allow us help you better.

You will probably need to start studying RFID technologies, GPS programming and many related aspects. You can search for companies that provide product services, but you probably won’t find anyone who will tell you everything you need to set it up yourself. It is currently too valuable as a service to give all of the knowledge away for free. — Tom

I agree with the previous commenter.  The word “geofencing” can now be used to indicate an action that a consumer could take (for instance creating a virtual boundary to notify your friends when your nearby) or, and more commonly, it implies a more organized and large scale project by a business or organization that needs to create a sophisticated geofence to support public safety, marketing, or real estate analysis, etc.  I work with Maponics which is a leader in the latter category.  If you can give me some context I’d be happy to point you in the right direction…
