Cluster Shared Volumes are created via Failover Cluster Manager (we will actually be posting a video on this soon), but to do it, you first need to have a cluster, then add a Disk to the cluster (initialize, and give it a drive letter through disk administrator), then add it as a disk to the cluster, and then add it as a Cluster Shared Volume. It isn’t too difficult, once you get the first steps down. Check out this blog: Deploying Cluster Shared Volumes (CSV) in Windows Server 2008 R2 Failover Clustering.
