How Do I Archive in Outlook 2003 by Modified Date instead of the default Received Date?

There really is no choice here. The auto-archive feature in Outlook archives by modified date, which for most email is fine. Once email is received we rarely modify it. It is already working off of modified date as designed by microsoft. Modified date is actually the default, receive date is not the default and this behavior cannot be changed in outlook.
