There is no “jobcount” feature, so you can ignore that comment.
If you want a count, you need to track jobs in the system. You might do that by auditing for *JOBDATA or by enabling job accounting. Either way, you would retrieve and count journal entries that referenced that job queue.
Or you might use a routing program for the subsystem that processes the job queue. Whenever the routing program ran in a job, it would retrieve job information to find the job queue it came from. It would count (perhaps in a *DTAARA) the jobs that matched.
Or you might register a QIBM_QWT_JOBNOTIFY program that counted similarly to a routing program.
