How can I estimate data migration costs?

I'm going from one infrastructure provider to another and need to migrate all data -- 10,000 networked PCs, 75 application servers, 75 file/print servers, 50 routers/switches. Are there any standard rules of thumb (metrics) out there that will allow me to ESTIMATE how much I should actually be paying for data migration before I get a quote?

I havent seen one. If it helps, I am in the process of paying over 60k for about 100tb of data connected to 24 server.
This is only for the storage migration. No desktops, or routers.
