There are articles out there which will tell you how to create a vbscript to prompt users if they really want to send without a subject, but it does not prevent sending. I know of no wholesale way to prevent all users from sending without a subject, unfortunately.
Do a search for "How to prevent Outlook from sending an email with a blank Subject line" to find the vbscripts. I am not going to post a link here; there are many, some more comprehensive than others.
