How can I bind IP address to MAC address of PC

I have ISA Server 2004, only selected users are allowed to access internet. Here my requirement is to allow selected LAN users to access internet only from their machine. I have tried allowing them through IP based.
IP based: a user can ask or guess someone IP and put in his machine and get access when allowed machine is powered off or NIC is disabled or unplugged Ethernet cable.
So, the machine should be getting access through MAC + IP address only, if any user try to changes MAC or IP address in his PC internet should be disconnected.
I have Windows Server 2003 and ISA Server 2004, I don't have Domain and DHCP in my environment.
How can I bind IP to MAC address of PC or is there any solution within ISA server?
Any idea?

    I don't know about ISA Server specifically but can you not assign static IPs and then limit traffic through ISA server via MAC addresses (that are presumably assigned to their respective static IPs)?

    Without DHCP and manageable switch.
