It may be your email sending service has been blacklisted.. Have you tried using another email service like Gmail or Yahoo and see if the same thing happens?

    Check the mail ID where you wanted to send the mail. Check upper letter/small or mixed letter also. Perhaps, the mail ID is removed as it is not used for long time (just guess).

    Email ID is correct. I'm facing issue to all Hotmail email ID.

    What puzzles me is this "Please contact your Internet service provider since part of their network is on our block list". You may have to talk to Hotmail to find out if they are blocking mail from your ISP. This can happen with ISP/IP's that send bulk spam.

    I have seen email being blocked when the local email system had been compromised and is now sending spam. This is not Hotmail, though Hotmail is doing the blocking. I had to check with local email system provider to find out which email address in the local system was sending the spam. I then could remove that machine from the system and then remove the bot that was doing the sending. Then I could get the blocking / blacklist removed.
