After much review of information received from IBM although it may be possible I believe the safest route is to do a stepped upgrade from V6.1.2 to V6.1..3 then to V7.3.5.
The Update to V6.1.3 and Upgrade to V7.3.5 went pretty smooth. However I have a couple of serviceable events that are showing up.
#1 – E33510A2 License Internal Code has detected a problem – Failing MTMS: 7310- CR4/1010F9B
#2 – E3D4310A License Internal Code has detected a problem – Failing MTMS: 7310- CR4/1010F9B
#3 & 4 are the same and I believe they are due to the HMC being stand alone with no Network connection or system connected.
B3003000E – HMC surveillance detected no networking available – Failing MTMS (the iSeries name and Serial #)
I haven’t been able to find much information concerning the E303000E and E3D4310A codes.
I upgraded I installed Service Pack 3 but in reading I found information about the following fixes.

MH01229
Will these need to be installed.

Probably safest. If the documentation makes a point of recommending that course, it’s generally for a reason.

I’d say you should get the fixes installed first; if the LIC errors persist after that it’s time for a call to IBM.
