A layer on top on PAAS is the SaaS and it is used among consumers. While the IaaS is mainly for research and high computing areas and IaaS users are responsible for managing applications, data, runtime, middleware, and OS.

The most important question is: what do you like to do? What kind of work makes you the happiest? I personally like to stay on the technical side - which you can do with both programming and administration. Why? You have to be careful not to pigeonhole yourself into a management role where you end up losing your technical skills and potential longevity in this field. I'm seeing this very thing happen to a lot of my friends and colleagues.

As a programmer you have to know coding procedure like logic sense/methods/knowledge of variables (depends on programming languages) and also caring about syntaxes. But as an admin (assuming sys admin) you have knowledge of maintenance of systems/post installation supports etc. while coding knowledge is not so important for this job. However this is an added advantage.
