When formatting a hard drive of a server that is going to be donated how can I be certain that the data is gone? Is there a program or application I can run? Is there a standard procedure for this? Or does everyone remove the hard drives?

You would want to use a third party application. I like Paragon Hard Disk utility. Basically, anything that will erase and wipe your HD using an algorithm to jumble any left over information is what you want. I think Paragon uses US DoD. Obviously, the most secure way is to get it shredded, but that won’t work if the donation place needs it working :)

Or burn them with a blow torch.

For permanent wiping of hard drive every bit of data needs to be overwrite. If the data is being overwritten it won't remains original. The more times the disk is overwritten and formatted the more secure the disk wipe is. There are lots of utilities available that uses advance algorithms to overwrite the harddrive and completely wipe out any data on it. Note: There are always possibilities of recovering the data until and unless disk has been highly physically destroyed.

Darik's Boot and Nuke CD http://www.dban.org/ This CD can boot and then wipe your data automatically, or you can specify how many passes and various other things. It's free too!

DBAN supports 3-pass and 7-pass DOD-level erasure, btw.
